HSE states that employers must make a "suitable and sufficient assessment" of risks to employees and others under the Management of Health and Safety at Work Regulations 1999. HSE also explains that businesses should identify hazards, assess risks, control them, record findings and review the controls.
Do I Need a Risk Assessment?

A risk assessment is much more than a piece of paperwork produced because a client, principal contractor or auditor has asked to see one. It is a fundamental part of managing health and safety and helps ensure that hazards are identified, risks are properly understood and suitable control measures are put in place before someone is harmed.

Under the Management of Health and Safety at Work Regulations 1999, employers are required to make a suitable and sufficient assessment of the risks to their employees and to other people who may be affected by their work. The Health and Safety Executive (HSE) advises employers to identify hazards, consider who could be harmed, assess the level of risk and take appropriate action to eliminate or control that risk.

For construction businesses, contractors and trades, risk assessment is particularly important because activities can change quickly and workers may be exposed to several hazards at the same time. HSE guidance confirms that employers must assess the health and safety risks faced by employees and others on construction sites. Additional or more detailed assessments may also be required for specific hazards such as work at height, hazardous substances and COSHH, manual handling, noise and vibration.

A good risk assessment should therefore reflect the actual task, people, equipment, environment and working conditions involved. It should identify sensible and proportionate controls that can genuinely be followed on site, rather than simply becoming another document stored in a folder.
